Waypoints
The waypoints are available in varios formats :
If you have a newer Garmin GPS you probabaly have the Garmin MapSource program which you can use to upload waypoints and download tracks from your GPS.
Other GPS upload / download programs are available. Yahoo or Google for them or ask other pilots what they use.
As a last resort you can manually enter the waypoints into your GPS from the following list :

Airspace Maps
If you violate airspace restrictions for Part 103 ultralite aviation your flight will not be admissable. Make sure you know where airspace heights change. This information is on sectional maps.
Airspace sectional maps can be viewed online at skyvector.com
If you have Google Earth, the Seattle airspace sectional can be overlayed using this KMZ file.
Custom Garmin MapSource Map
For Garmin GPSs capable of using Garmin MapSource maps, a custom MapSource map showing relevant parts of the Seattle class B airspace and the Tiger Tag waypoints with proximity circles is available : download
Run the program to install the custom MapSource map
The new map will now be in the list of available maps in the top left selection box and can be sent to your Garmin mapping GPS in the same manner as the regular MapSource maps.
